Abstract

The current financial crisis has considerably decreased the revenue of sub-national governments. The author suggests that the amount of sub-national income can be increased provided that regions do not introduce any extra income tax allocation rate, land-tax allowance is subject to the priorities of the infrastructure development, the inventory of taxable real estate is taken. Besides, the author analyses the revenue of Tomsk for the first quarter of 2009.
