Abstract
Des rapports communicationnels bien maîtrisés dans le cadre des projets conçus, réalisés, financés et/ou exploités en PPP sont déterminants pour leur bonne gouvernance. Parce que la sphère privée et la sphère publique constituent des espaces spécifiques d’agencement de modes de production de biens ou de services, leurs configurations organisationnelles, mécanismes de coordination, structures et processus de fonctionnement sont différentes. La théorie de l’agir communicationnel de Jürgen Habermas offre la possibilité de se référer à un cadre conceptuel faisant de la communication un outil de gouvernance des PPP. L’étude de cas à laquelle cet article est consacrée illustre bien l’importance des rapports communicationnels, au sein de deux instances de direction de BonjourQuébec.com, qui est un PPP entre Tourisme-Québec et Bell.
