The author of the Foreword, Dr. Adriana Predoi-Cross, would like to acknowledge that the source of the first four paragraphs in this Foreword is a document offered by Prof. Per Jensen from the University of Wuppertal, Germany in spring 2009 as a private communication andwith full rights for the author, Dr. Adriana Predoi-Cross to use the text. Prof. Per Jensen has served as the head of theQUASAAR (Quantitative spectroscopy for atmospheric and astrophysical research) network. We have just become aware that the first two paragraphs of the Foreword also appear in a final report for the QUASAAR network provided by Dr. Per Jensen that is available online at the link http://cordis.europa.eu/result/rcn/50244_en.html.
