Abstract
L’article consiste en une analyse des structures humanitaires canadiennes et des organismes communautaires mis en place pour l’accueil des réfugiés publics au Québec. L’auteure propose une vue à la fois généalogique et anthropologique de l’accueil humanitaire à la canadienne et à la québécoise à partir d’entretiens auprès de réfugiés et d’intervenants communautaires, puis de discours et de politiques liant raison d’État, raison économique, humanitaire et humanisme. L’analyse porte également sur les formes qu’empruntent les identités des uns et des autres tout au long de la trajectoire, de l’exil à l’installation des réfugiés dans le pays d’accueil. Alors que la structure humanitaire paraît diffuse et peu explicitée chez les réfugiés, elle se transforme chez les intervenants en une sorte d’humanisme cosmopolitique tandis que l’humanitaire transnational se trouve rejeté. Les articulations et les contradictions entre l’accueil humanitaire et les conditions de l’accueil font ressortir les paradoxes de la bienveillance canadienne et les limites de celle-ci, notamment au chapitre de la citoyenneté et des droits.
