Abstract
«Bon eleve» des institutions de Bretton Woods, le Mali beneficie a ce titre de reductions de dettes. Neanmoins, la croissance retrouvee depuis la devaluation de 1994 n'a pas reduit significativement la pauvrete. Le Cadre strategique de lutte contre la pauvrete donne la priorite a la sante et a l'education. A court et moyen terme pourtant, l'efficacite de ces politiques est discutable. Nous proposons de les revoir dans une optique dynamique centree sur l'egalite des chances. Ceci implique de mettre l'accent sur la redistribution, l'accroissement de la productivite de l'agriculture vivriere pluviale et les investissements urbains createurs d'emplois.
