Abstract
L’évolution constante des menaces nécessite un appareil de police flexible et adaptable. En la matière, le modèle de police guidée par le renseignement tourné vers la recherche et l’anticipation des facteurs d’insécurité s’impose petit à petit. Clément de Maillard, Doctorant à l’université de Lausanne, présente avec force du détail les différents niveaux du renseignement criminel (tactique, opérationnel et stratégique) et ses trois piliers fondamentaux : l’analyse géographique de la délinquance, la détection des phénomènes et des séries, et la focalisation sur les auteurs et les groupes d’auteurs prolifiques. S’il constitue une source d’inspiration pour les polices canadienne, américaine et surtout britannique, ce modèle peine encore à s’imposer en France. En cause selon l’auteur : la distinction trop étanche entre police administrative et police judiciaire, et la prééminence du modèle d’enquête judiciaire sur celui de renseignement.
