D’ordinaire, la règle d’égalité sert d’étalon pour mesurer l’état des relations juridiques entre les individus au sein de la société politique. - Cette même règle d’égalité sert également à mesurer l’état d’avancement de la société démocratique. - Et si la règle d’égalité devait aussi servir à mesurer l’état des relations entre les diverses collectivités politiques qui sont instituées au sein de l’Etat fédéral ?
