Abstract
The central theme of the paper is to provide theoretical and practical inferences between the two countries, whilst deriving an inductive comparative framework. We compare causes and mechanisms of the mass mobilizations in Syria and Libya to understand the underlying factors behind international community’s willingness to intervene in people power movements. Although the movements in Syria and Libya shared significant similarities but they faced different reactions in terms of regional and international response. The paper argues that Libyan intervention was driven by concerns of its potential of being a regional or global security risk. Whereas, the absence of an intervention in Syria demonstrates the foreign policy decision making process evolving around realpolitik calculations, security concerns and interest politics for global power players.
