Abstract
Les politiques publiques élaborées ces dernières années en Belgique pour « lutter contre l'exclusion» se distinguent des modalités traditionnelles d'intervention de l'État providence en ce qu'elles sont fondées sur un principe de partenariat et de participation sous l'égide des autorités communales. L'article s'attache à décrire et analyser comment cette nouvelle forme de mise en œuvre de politiques publiques, tout en suscitant l'émergence de nouvelles pratiques informelles, ne transforme pas radicalement les rapports entre les «décideurs» politiques et les « opérateurs » locaux. La même forme de légitimité politique et la même conception du pouvoir expliquent cette élasticité et cette résistance de l'informel.
