Le régime présidentiel dote le pouvoir législatif de certains mécanismes de contrôle afin de surveiller la bureaucratie. La majeure partie de la littérature à ce sujet correspond au contexte américain. Les mécanismes utilisés au sein des régimes présidentiels latino-américains ont été beaucoup moins étudiés. Ce travail cherche à combler cette lacune. Dans quelle mesure les mécanismes utilisés par le Congrès américain, tels que les procédures administratives détaillées, et les mécanismes de contrôle reliés à la participation des groupes d’intérêts, sont-ils également employés au sein du régime présidentiel argentin? Malgré les ressemblances entre les institutions formelles, les différences entre les systèmes des partis et les rapports exécutifs- législatifs font en sorte que le cas argentin se rapproche plutôt des systèmes de fusion de pouvoirs (parlementaires), que de ceux de séparation des pouvoirs, tel que le système américain.
