Abstract
In 1635 Charles I of England implemented the Ship Money Tax on the people living near the English coast. By 1636 he had extended it to the entire country; an act that would require Parliament's consent. However, since Charles was sitting in a Personal Rule, Parliament was not in session to approve the expansion of the tax. Four years later, the Civil War broke out, eventually leading to the trial and execution of Charles in 1649.
