Des politiques temporelles au Québec : une greffe possible en milieu municipal ?

Abstract
Au Québec, les enjeux de la conciliation travail-famille ne sont pas formulés en termes d’articulation des temps sociaux. Or, le gouvernement du Québec envisageait récemment l’instauration de bureaux des temps au niveau municipal afin de soutenir les parents travailleurs. Les municipalités québécoises répondront-elles à cet appel ? Cet article rappelle d’abord les conditions d’émergence et de diffusion des politiques temporelles en Europe et expose quelques éléments du contexte québécois au regard de l’articulation famille-emploi. Il analyse ensuite la place occupée par l’enjeu d’une action concertée sur les temps au niveau local en considérant, d’une part, les revendications du mouvement des femmes et du mouvement familial à l’endroit des instances municipales et, d’autre part, les politiques familiales municipales adoptées depuis une dizaine d’années. Il conclut sur les limites actuelles du pouvoir d’agir des municipalités québécoises dans le domaine des temps sociaux.
