Este trabalho tem por objetivo descrever a evolucao do marco regulatorio para o transporte aereo de passageiros - considerando Estados Unidos, Europa, Canada, Mexico, Chile, India e Australia - e analisar os impactos do processo de desregulamentacao na estrutura do mercado, nas tarifas e sobre os consumidores. Em linhas gerais, os resultados do estudo apontam que, para Estados Unidos, Europa e Canada, a liberalizacao provocou um aumento da competicao, principalmente estimulada pelas empresas de baixo custo, e os usuarios do transporte aereo passaram a contar com tarifas sensivelmente menores, alem de maiores possibilidades de escolha de companhias, horarios, frequencias e rotas. Ao passo que para o Mexico, Chile, India e Australia, constatou-se, em termos gerais, que a liberalizacao gerou, no curto prazo, beneficios moderados para a industria e consumidores e, no longo prazo, maior concentracao e maiores tarifas.
