Abstract
La Mer de Chine Méridionale constitue un enjeu stratégique de premier plan pour les États d’Asie du Sud-Est qui la bordent, mais aussi pour la Chine et Taïwan. Elle est le cadre de litiges territoriaux maritimes qui s’appuient sur des revendications très controversées, mais d’autant plus importantes aux yeux des États impliqués que des considérations patriotiques viennent se greffer à la présence d’importantes ressources naturelles, réelles et potentielles, dans les eaux des archipels convoités. La dimension géostratégique du problème déborde d’ailleurs de la région sud-est asiatique et l’implication croissante de puissances extérieures à la région, notamment les États-Unis, vient encore attiser les tensions. Alors que les périodes de tension accrue succèdent à des moments de relative accalmie, la recherche d’une solution négociée et la résolution d’une dispute récurrente qui risquerait à tout moment de provoquer une escalade régionale voire mondiale devient de plus en plus cruciale. L’impact de cette situation sur les organisations régionales, notamment l’ASEAN, ne plaide pas forcément en faveur de l’optimisme.
