Abstract
Le conflit a la frontiere de la Sierra Leone et de la Guinee a oblige la population a se regrouper dans des camps de refugies. Du cote guineen, les autochtones habitaient des regions sous-developpees et delaissees par un pouvoir lointain ; le HCR et les ONG ont alors paru se substituer a l’Etat ou, du moins, fournir l’equivalent de services publics. Les « citoyens » guineens ont naturellement voulu beneficier de cette manne. Ils ont donc joue sur les identites nationales pour repondre aux criteres de selection des operateurs de l’aide. S’est ainsi reinventee une « citoyennete de frontiere » qui, par sa fluidite et ses ambiguites permanentes, a largement transcende et manipule les definitions et les categories nationales du systeme humanitaire.
