Abstract
Les auteurs commencent par décrire le vieillissement démographique qui va frapper le Québec d’ici 2051 et envisagent ses conséquences sur l’économie et les finances de l’État. Ils construisent ensuite une projection « raisonnable » des finances publiques provinciales sur cet horizon. Deux résultats principaux en découlent : d’une part, la santé accapare une fraction toujours croissante des dépenses de l’État; d’autre part, un déficit budgétaire annuel apparaît à partir de 2013 et s’accroît continuellement jusqu’en 2051. Ainsi, selon les auteurs, le gouvernement du Québec n’est pas en mesure de garantir la pérennité des services publics et l’application du principe d’équité entre les générations. Pour réaliser cette double garantie, ils suggèrent de créer une caisse démographique réversible. Enfin, ils proposent des mesures pour diminuer la facture démographique et partager équitablement ce qui en restera entre les générations.
