La désétatisation en Afrique : un processus d’influence externe et d’incubation locale au Sénégal

Abstract
Cet article explore la désétatisation en Afrique. C’est le processus par lequel l’État perd son pouvoir au profit d’acteurs privés, civils et communautaires aussi bien au niveau local qu’international. Pour documenter comment il se produit, nous revisitons la trajectoire de l’intervention urbaine de la Banque Mondiale ayant induit une construction institutionnelle au Sénégal. Comme la refonte des pouvoirs locaux accompagne le processus désétatisateur, elle illustre la contribution de deux facteurs, l’un promeut de l’extérieur les paradigmes émergents comme transformateurs des systèmes qui se reproduisent et l’autre les incube localement. Choisies comme variables du cadre d’analyse, nous réexaminons le contexte d’implémentation d’actions à l’œuvre, les mécanismes de gestion et les stratégies opératoires. Si la désétatisation donne lieu à un nouveau modèle de gouvernance, du point de vue de l’analyse théorique, elle a des fondements, des leviers/vecteurs et s’inscrit dans un cycle d’actions.
