La rénovation urbaine concrétise depuis une dizaine d’années l’ambition de transformer les quartiers d’habitat social avec de nouvelles modalités d’intervention. Elle vise la production de formes architecturales et urbaines moins denses, pour accueillir des ménages aux profils socio professionnels diversifiés et assurer la mixité sociale dans les quartiers concernés. En rupture avec la politique de la ville, les objectifs nationaux fixés par l’État doivent néanmoins tenir compte suivant les villes et les quartiers d’une participation habitante des configurations d’acteurs (élus, société civile, bailleurs de logements) qui interprètent différemment la fabrique de la ville et le sens de la mixité. S’appuyant sur l’exemple de Perpignan, ce texte vise à éclairer, comment le modèle français de l’intervention publique dans les grands ensembles d’habitat social reste confronté à une fabrique urbaine fragile, qui hésite encore les modèles de gouvernance et la participation habitante dans les politiques urbaines.
