Il prodotto analizza come, in Italia, il dibattito sul Portfolio impegni la ricerca pedagogica e didattica da almeno un decennio e risale alle esperienze maturate, anche a livello digitale, in Australia, in America, in Canada (Quebec) e, benche in maniera meno diffusa, in Europa: Regno Unito (pupil’s portfolio), Francia, Belgio, Spagna, Germania. Sottolinea che l’esperienza ha confermato la validita del Portfolio quale raccolta di quanto serve a documentare il percorso formativo di ciascuno studente (personalizzazione), coinvolgendolo e valorizzandolo (padronanza→know how orientativo→authentic assessment) indipendentemente dall’eta. Evidenzia, poi, come l’introduzione di questo innovativo strumento scolastico di valutazione e di orientamento nel nostro sistema di istruzione e di formazione (legge 53/2003), oltre a essere in assonanza con le migliori pratiche internazionali, a) rispetti il dettato degli articoli 5, 33 e 34 della Costituzione del 1948 e del novellato art. 117 della legge 3/10/2001, co.2, concernenti le “norme generali sull’istruzione”; b) risponda all’esigenza sociale e civile (diritto/dovere) di garantire e di testimoniare, nel processo di apprendimento, l’impegno delle scuole e la professionalita dei docenti (formal learning); c) irrobustisca la cooperazione scuola-famiglia; d) favorisca la graduale autoconsapevolezza e autovalutazione di ogni allievo, mettendolo in grado di agire (agency) per il proprio benessere, nella moderna accezione dello ‘star bene acquisito’ (well-being) ; e) riconosca le competenze raggiunte in percorsi di istruzione e di formazione non istituzionalizzati (non formal learning) e nella vita sociale e personale (informal learning); f) crei circolarita pedagogica fra valutazione (interna), di competenza degli insegnanti, Offerta formativa, progressivo miglioramento della qualita media del sistema scuola e Sistema di valutazione nazionale (esterna).
