Abstract
Durante los últimos 10 años en Colombia, se ha realizado un gran esfuerzo por abordar el tema de la planificación y el ordenamiento del territorio, no solo a nivel municipal, sino desde las regiones que conforman las cuencas hidrográficas, como una estrategia de las Corporaciones Autónomas Regionales en la planificación ambiental territorial; sin embargo, aun no existe la suficiente articulación y coordinación político-institucional, que permita direccionar las acciones hacia una verdadera planificación sostenible del territorio. Dentro de este marco general de análisis, el presente artículo evidencia el estado del arte, en la formulación y revisión de los planes de ordenamiento municipal del Departamento del Atlántico, analizando sus problemática ambientales generales, así como el grado de aplicación de los instrumentos de gestión contemplado en la Ley 388 de 1997.
