Durante los últimos 10 años en Colombia, se ha realizado un gran esfuerzo por abordar el tema de la planificación y el ordenamiento del territorio, no solo a nivel municipal, sino desde las regiones que conforman las cuencas hidrográficas, como una estrategia de las Corporaciones Autónomas Regionales en la planificación ambiental territorial; sin embargo, aun no existe la suficiente articulación y coordinación político-institucional, que permita direccionar las acciones hacia una verdadera planificación sostenible del territorio. Dentro de este marco general de análisis, el presente artículo evidencia el estado del arte, en la formulación y revisión de los planes de ordenamiento municipal del Departamento del Atlántico, analizando sus problemática ambientales generales, así como el grado de aplicación de los instrumentos de gestión contemplado en la Ley 388 de 1997. Durant els últims 10 anys a Colòmbia, s’ha realitzat un gran esforç per abordar el tema de la planificació i l’ordenació del territori, no només a nivell municipal sinó també des de regions que conformen les conques hidrogràfiques, com una estratègia de les Corporacions Autònomes Regionals en la planificació ambiental territorial; no obstant, encara no existeix la suficient articulació i coordinació político-institucional, que permeti direccionar les accions cap a una veritable planificació sostenible del territori. Dins aquest marc general d’anàlisi, el present article evidencia l’estat de l’art, en la formulació i revisió dels plans d’ordenació municipal del Departament Atlàntic, analitzant les problemàtiques ambientals generals, així com el grau d’aplicació dels instruments de gestió contemplat a la Llei 388 de 1997. Within this general framework of analysis, in this article, there is evidence of the state of art, in the formulation and revision of the plans of municipal organization of the Atlantic Department, analysis its general environmental problems and the degree of management application considered in the law 388, 1997.
