Water conservation planning for reduced system energy use based on land-use and geogpraphic location

Abstract
The planning process presented in this paper uses socio-economic status, land-use and geographic location to develop a water conservation planning framework for Utilities Kingston (UK) in Kingston, Ontario. The purpose of the study is to quantify the water savings and energy savings associated with potential water conservation measures specific to homogeneous neighbourhoods, pressure zones, or consumers. In doing so, the model is able to compare the benefits and savings associated with different water conservation plans and allows a utility to prioritise its resources to target zones that offer the highest water savings and energy savings. The novel contribution of this research is in producing a decision aid tool that merges engineering problem solving methods with a 'real world' policy planning process, incorporating socio-economic realities and land-use planning into a customized water conservation plan. This paper introduces the water conservation planning framework being developed with UK.
