Berlinguer was an essential member of the Italian health movement, which was a collective construction and mobilization formed by hundreds of organizations such as labor unions, trade unions, and social, political, and professional associations. This movement achieved the approval of a new labor law in 1970, based on the problematization of the issue of health in factories, that eight years later led to the Psychiatric Reform and the Health Reform.
