Abstract
J’entends analyser dans ce texte trois raisons pour lesquelles une réforme substantielle du fédéralisme canadien, réforme allant dans le sens d’une reconnaissance constitutionnelle de la nation québécoise et des demandes traditionnelles du Québec, semble improbable dans un avenir prévisible. Ces raisons ont à voir avec les coûts politiques, symboliques et constitutionnels d’une telle réforme. J’entends montrer que ces raisons ne sont pas conjoncturelles mais structurelles : même dans des circonstances optimales, l’État fédéral résisterait, pour les raisons que j’analyse, à une proposition de réforme constitutionnelle.
