Abstract
Cet article examine l’évolution de la réalisation du droit au développement en tant que droit de la personne, proclamé par la Déclaration sur le droit au développement adoptée par l’Assemblée générale des Nations Unies en 1986. Une telle recherche s’imposait, en raison des contraintes et difficultés qui entravent l’application de la Déclaration, qui bénéficie pourtant d’un large consensus politique de la communauté internationale. Malgré cette reconnaissance, le droit au développement lié aux droits de la personne fait face à beaucoup de problèmes, notamment dans le processus de mondialisation accélérée, dont les bienfaits sont certes reconnus, mais qui accentue aussi les inégalités du fait de son développement dans un contexte de vide éthique et de déséquilibres de l’économie mondiale. Par conséquent, la jouissance effective du droit au développement pour tous est loin de s’améliorer, en dépit des engagements internationaux en faveur du développement. À ce titre, la réalisation du droit au développement exige l’élimination de tous les obstacles et l’engagement de réformes tant au niveau de l’Organisation mondiale et de ses institutions spécialisées, qu’au niveau des États auxquels on demande l’adoption de politiques adéquates de développement.
