Abstract
Le Comité interministériel d’évaluation, regroupant les principaux ministères et organismes impliqués dans le Plan d’action gouvernemental en matière de lutte contre la pauvreté et l’exclusion sociale, a amorcé ses travaux d’évaluation. La mission de ce groupe est de faire ressortir, à partir d’une analyse transversale, les résultats obtenus à la suite de l’application des différentes mesures du Plan d’action. Le rapport doit servir d’intrant au bilan à produire au gouvernement après cinq ans de mise en œuvre de ce Plan d’action. L’ensemble des actions prévues par le Plan d’action recouvre des problématiques très complexes et dont les progrès sont éminemment difficiles à mesurer. Dans ce contexte, pour déterminer si le Plan d’action a réussi à réduire la pauvreté, on ne peut se limiter à mesurer l’évolution d’un indicateur général de pauvreté. Il faut également définir en concertation les résultats et le niveau à atteindre pour parler de succès. Cette évaluation devrait permettre de rattacher les objectifs spécifiques de chacune des mesures aux orientations du Plan d’action, ensuite de mesurer, sur une base qualitative et quantitative, à quel point les grands objectifs du Plan d’action ont été rencontrés et enfin d’étayer les progrès réalisés dans le sens de la réduction de la pauvreté et de l’exclusion sociale.
