Abstract
<titre>Résumé</titre>Cet article analyse la négociation et la mise en œuvre des actes publics conventionnels (APC) dans le domaine du transport de l’électricité. Au cœur de la nouvelle gouvernance de l’environnement, les APC se veulent plus flexibles et efficaces pour conduire le changement et encadrer certains domaines d’activités. À travers l’étude de quatre cas de lignes à très haute tension au Québec et en France, l’auteur montre que la négociation et la mise en œuvre des APC laissent voir d’importantes limites. L’analyse sociopolitique, dans un premier temps, fait apparaître des traitements variés entre les acteurs visés par les APC. Dans un deuxième temps, elle s’interroge sur la portée limitée et l’effet de ces négociations sur le débat public.
