Abstract
En termes d’accès à l’eau potable, l’Afrique est la région du monde où les zones urbaines sont les plus mal loties, avec seulement la moitié de la population urbaine du continent qui y a accès. Dans ce contexte, Ouagadougou, la capitale du Burkina Faso, fait figure de contre-exemple. Dans cette ville, la desserte en eau potable s’étant inscrite comme un service public prioritaire depuis plus de 20 ans, 97 % des ménages déclarent s’approvisionner à une source d’eau potable. De ce fait, certains auteurs ont pu parler d’une véritable « institutionnalisation de la gestion partagée de la pénurie ». Pourtant, des indicateurs plus fins, tels que les distances parcourues ou les quantités utilisées pour les usages du ménage, montrent qu’il est difficile de conclure à l’équité en matière d’accès à l’eau au regard des enjeux socio-sanitaires que cet accès sous-entend.
