Abstract
Les Strasbourgeois aiment à qualifier leur ville de rhénane. Cette référence au fleuve est plus explicitement revendiquée depuis une vingtaine d’années, peut-être parce que, justement, la parenté devenait moins évidente. Si cette référence renvoie à l’histoire longue, elle vise aussi à inscrire l’aire métropolitaine dans un bassin économique prospère et attractif. L’identité rhénane porte par ailleurs aussi un modèle d’aménagement spécifique (Bieber,1993). Celui de la densité urbaine d’abord, caractérisée par le polycentrisme et le maintien des courtes distances entre des pôles locaux peu hiérarchisés. Densité politique d’une capitale européenne qui se veut désormais regarder des deux côtés du Rhin. Densité sociale enfin, fondée sur la recherche du consensus l’importance de l’action locale, qu’elle soit politique ou associative. Le port est précisément à la charnière de ces différentes ambitions. Il rattache la ville au monde rhénan par les trafics et les relations commerciales qu’ils sous-tendent, mais aussi par son fonctionnement.
