Abstract
Le Royaume-Uni doit réviser son modèle énergétique, pour se préparer à l’épuisement de ses ressources naturelles et pour répondre aux exigences environnementales. Depuis le début des années 2000, les gouvernements successifs ont entamé plusieurs stratégies : développement des énergies renouvelables, relance du nucléaire et volonté d’exploiter le gaz de schiste. Outre certaines contradictions et certains revirements dans l’approche politique, les évolutions du modèle énergétique britannique se retrouvent confrontées à des enjeux géopolitiques internes, visibles à plusieurs échelles. Ainsi, les projets d’infrastructures énergétiques provoquent presque systématiquement des contestations, phénomène devenu classique dans l’aménagement du territoire. Toutefois, les enjeux énergétiques exacerbent également certaines tensions et rivalités entre les territoires. Ils révèlent ainsi des clivages identitaires, sociaux et politiques spécifiques au Royaume-Uni, Etat-multinations. La transition vers un autre modèle énergétique apparait d’autant plus complexe qu’elle doit prendre en compte à la fois des aspects techniques et financiers, mais aussi ce type d’enjeux géopolitiques internes.
