Afin de simuler les effets d’une réforme permettant, selon eux, d’optimiser la « dépense sociale », les auteurs utilisent une maquette chiffrée construite pour évaluer ex ante le dispositif « Girardin », un dispositif de réduction des cotisations sociales employeurs en vigueur dans les départements d’outre-mer français de 2003 à 2009. Ils recherchent un nouveau barème d’allègements, à coût budgétaire ex ante inchangé, qui permet de maximiser l’effet total sur l’emploi sans pénaliser les hausses de salaires. Leur proposition consiste à redéployer l’aide en direction du travail peu qualifié et des secteurs les plus exposés à la concurrence internationale. Cette proposition s’écarte assez sensiblement de la réforme qui s’est appliquée en 2009. Le chiffrage de ces effets conduit à une hausse de l’emploi de plus de 2 %.
