Abstract
L'allocation parentale d'éducation, versée sans condition de ressources, est octroyée aux parents à la suite d'une naissance de rang trois ou plus, à condition qu'ils n'exercent aucune activité professionnelle ou qu'ils réduisent leur activité professionnelle et qu'ils aient travaillé au moins deux ans dans les dix ans précédant la naissance du benjamin. Une enquête montre que cette condition d'éligibilité empêche surtout des mères de milieux défavorisés d'y avoir accès. Parmi les femmes qui n'ont pas voulu cesser leur activité rémunérée et demander l'APE, les cadres et les professions intellectuelles, d'une part, et les ouvrières, d'autre part, sont surreprésentés par rapport aux bénéficiaires «actives» avant la naissance de leur benjamin. Les incertitudes quant aux conditions de retour à l'emploi, le chômage du conjoint et le faible montant de la prestation expliquent en partie les réticences de ces dernières. Enfin, quelques éléments d'explication du recours très limité à l'APE (dont le montant est alors réduit) associé au travail à temps partiel sont proposés.
