Abstract
La régulation étatique du religieux au Québec est abordée à travers la notion de « laïcité » dans le discours étatique. Malgré son absence dans l’histoire du Québec et son manque d’assises légales, la laïcité devient aujourd’hui un élément central du discours à l’égard du religieux de différents acteurs sociaux, y compris l’État. L'importance de la notion ne se traduit pourtant ni dans une compréhension partagée de celle-ci, ni dans l’élaboration d’une politique claire à son égard. Quoique la notion de laïcité avancée par les organismes publics va dans le sens des grandes tendances, déjà à l’oeuvre au Québec et au Canada, d’inclusion et de prise en compte de la diversité, cela n’implique ni que son instauration fasse consensus, ni qu’un modèle québécois de gestion basé sur la laïcité soit en place. Au contraire, plus la notion est utilisée, plus les appels à sa « clarification » se multiplient.
