Cet article fait l’analyse des processus de développement, d’adoption et de mise en oeuvre de la politique de reconnaissance et de soutien de l’action communautaire adoptée au Québec en 2001. À une époque où la nouvelle gestion publique était à l’essor, cette politique a institutionnalisé un ensemble d’arrangements résistant au modèle dominant de la gouvernance des rapports entre l’État et la société civile. À la place d’une culture de contrat et des énoncés de valeurs et objectifs en commun, elle institutionnalise des relations d’autonomie et de distance critique des organismes par rapport au gouvernement, en plus d’un financement stable de leurs missions propres. Nous analysons les processus du développement et de mise en oeuvre de la politique à l’aide de la théorie de l’acteur-réseau et nous interprétons les résultats en évoquant certains aspects paradoxaux de la gouvernance en réseau.
