De la même façon qu'une histoire de l'État-providence doit mettre en lumière les ruptures et recompositions du lien social qui en sont la source et ne pas se réduire aux continuités simplistes d'une « croissance du rôle de l'État » comme paradigme analytique, une réflexion sur le destin historique du concept de « minimum social » doit se montrer sensible aux profondes redéfinitions, survenues depuis deux siècles, de la place des pauvres dans l'ordre social.
