Abstract

L’auteur analyse l’évolution des rapports entre pouvoirs publics locaux et associations. Observant la mise en oeuvre des politiques contractualisées des années 1980, et la place faite dans ce contexte aux acteurs associatifs locaux, il cherche à déceler une possible transformation des contenus de l’action sociale locale. À cette fin, il examine les modes d’articulation entre associations et pouvoirs publics et le contenu des échanges entre ces deux protagonistes. Cette démonstration lui permet de s’interroger, plus largement, sur le rôle des associations dans l’évolution globale de la démocratie, notamment du point de vue des notions de contre-pouvoirs et d’intermédiaires.
