Cet article esquisse en première partie un bilan des effets du rapport Arpin sur le patrimoine au Québec. Ce rapport présenté à la ministre de la Culture devait conduire à une refonte de la loi sur les biens culturels. Bien que le Gouvernement du Québec tarde encore à adopter le projet de loi 82 sur le patrimoine, les universités et les centres de recherche se sont structurés depuis le dépôt du rapport en 2000, renouvelant le discours sur le patrimoine et proposant une lecture pluridisciplinaire. L’auteur démontre que la question du patrimoine revient périodiquement depuis 1944 et suscite de nouveaux questionnements à l’égard de ces objets matériels et immatériels qui servent en quelque sorte à définir l’identité nationale. À la lumière de la dernière enquête menée par l’Observatoire de la culture et des communications du Québec sur l’univers du patrimoine, l’article démontre que le patrimoine n’est plus simplement une affaire de culture, mais que les législations qui encadrent sa reconnaissance et sa mise en valeur en font un enjeu politique fondamental.
