Estándares de trabajo e iniciativas no estatales en las industrias florícolas de Colombia y Ecuador

Abstract
La reciente ola de expansin econmica global se desencaden, en gran medida, por la reubicacin de industrias de mano de obra intensiva hacia pases con mano de obra barata. No hay duda de que esta re ubicacin cre fuentes de empleo, sin embargo, la mayor parte son trabajos de baja calidad. Los actores no estatales (empresas privadas y ONGs) han realizado grandes esfuerzos para mejorar los estndares de trabajo en industrias de mano de obra intensiva, pero hasta el momento, estos esfuerzos no han sido del todo exitosos. Este artculo examina las relaciones de trabajo y las iniciativas no estatales en las industrias exp o rtadoras de flores en Colombia y Ec u a d o r. Se argumenta que la mano de obra barata y los bajos est n d a res de trabajo son factores importantes, aunque no los nicos, que causaron la reubicacin de la produccin florcola hacia algunos pases andinos. Tambin se sugiere que la efectividad de las iniciativas no estatales se ve debilitada por las discrepancias entre las empresas empleadoras y las ONG: mientras las primeras adoptan una perspectiva tcnica reducida sobre los estndares de trabajo apropiados, las ONGs a p oyan la participacin de los empleados en los procesos de monitoreo y de verificacin.
