Abstract
Ce texte porte sur un autre « mystère de Québec », non pas politique ou sociologique, mais économique. Depuis une quinzaine d’années, la grande région de Québec connaît un essor économique franchement étonnant. Nous décrivons ici ce virage et proposons des éléments d’explication. Le succès de Québec s’inscrit dans des grandes tendances, observées aussi ailleurs, qui favorisent les villes moyennes, notamment au titre des activités économiques de moyenne technologie, mais qui ne demandent pas moins une main-d’oeuvre bien formée et stable. Ces activités sont particulièrement sensibles aux coûts relatifs, salaires et prix immobiliers notamment. La clé du succès économique de Québec se trouve – c’est la thèse défendue ici – dans ce que nous appelons la dé-fonctionnarisation de Québec : le déclin du poids de la fonction publique dans le marché régional du travail et l’émergence, par ricochet, de coûts de main d’oeuvre compétitifs. Nous émettons, en conclusion, l’hypothèse que la dé-fonctionnarisation ne se limite pas au marché de l’emploi, mais joue aussi sur les perceptions et les valeurs.
