Parmi les politiques publiques menées en direction de l'enfant, celle des conseils municipaux d'enfants a des caractéristiques qui lui confèrent une certaine originalité dans l'évolution du rapport entre le monde de l'enfance et l'espace politique. Elle met les enfants sur la scène publique dans une allégorie du jeu politique ; simultanément, ses promoteurs dénient tout enjeu politique et défendent la mise en œuvre d'une manière noble de faire de la politique. Cette mise en scène, pour le moins paradoxale, est assez efficace dans le cas des enjeux politiques locaux, parce que l'innocence politique des enfants lui garantit, au sein des espaces politique et médiatique, une protection contre toute forme de critique publique. Mais, sous une apparence d'apolitisme, les représentations de l'enfant et du citoyen qui sous-tendent ces initiatives locales révèlent des oppositions proprement politiques, qu'elles soient partisanes ou simplement stratégiques. La place de l'enfant en tant qu'acteur dans l'espace politique local reste très limitée.
