Abstract
La loi du 12 octobre 1940 transfère les pouvoirs des conseils généraux aux préfets assistés par une commission administrative. Le préfet du Pas-de-Calais semble satisfait du fonctionnement de cette institution mais celle-ci, pour l’État français, ne remplit pas son rôle d’interface entre le gouvernement et la population. Pierre Laval décide donc la création des conseils départementaux qui récupèrent une grande partie des compétences des conseils généraux. La sélection des conseillers est complexe et les personnalités retenues se situent majoritairement à droite mais sans que la gauche soit éliminée. La nouvelle assemblée doit faire face aux conséquences du conflit qui sont particulièrement dramatiques dans le Pas-de-Calais tout en s’efforçant de préparer l’avenir. La Libération met un terme à l’existence du conseil départemental et les élections cantonales de 1945 aboutissent à un large renouvellement du personnel politique.
