Abstract
En Afrique subsaharienne, l’armée des « habitudes » coexiste désormais avec l’armée des « besoins de sécurité ». La formation des armées africaines au maintien de la paix se présente comme une réponse adéquate aux demandes immédiates de l’environnement de sécurité. Par une politique d’appropriation des changements par les corps politiques - États, organisations sous-régionales… - et une politique de la mise à profit du retour d’expériences (Retex), certains États, tels le Nigeria, le Ghana et le Cameroun, connaissent une réforme des armées par l’adaptation des structures de formation. Toutefois, la mutation institutionnelle en cours ne présage en rien une autonomisation des moyens de défense et de sécurité de l’Afrique. Plus que par le passé, l’Occident dont une certaine Europe y est convié pour les besoins de stabilisation du continent et ce, au nom de la morale et d’un lourd passé colonial. La capacité de l’Afrique à assumer sa souveraineté à l’ère des réformes – réforme des partenariats militaires, réforme de l’OUA/UA - apparaît encore relative.
