La Société canadienne d'hypothèques et de logement (SCHL) s'occupe de réaliser des recherches sur les changements démographiques et la demande de logements. L'évolution des ménages est au coeur de ces recherches. Pour prévoir le nombre de ménages, on utilise la méthode des taux de chef et on applique ensuite les taux de propriété projetés pour répartir les ménages projetés entre le groupe des propriétaires et celui des locataires. Choisir les bonnes hypothèses de taux de chef et de propriété est l'un des nombreux défis que l'on doit relever pour établir les prévisions de la demande éventuelle de logements. La SCHL travaille actuellement avec le Joint Center for Housing Studies de l'Université Harvard en vue de mettre au point des extrapolations des taux de chef et des taux de propriété par cohorte. Dans certains cas, la méthode des taux par cohorte surclasse d'autres méthodes, car elle reconnaît les différences intergénérationelles, présente un cadre utile pour l'analyse et offre beaucoup de latitude à l'analyste dans la personnalisation des hypothèses de projection. Les projections préliminaires de la demande éventuelle de logements fondées sur les taux par cohorte sont très conformes aux faibles niveaux actuels de l'activité du marché du logement et indiquent une continuité de certaines tendances établies dans les vingt dernières années.
