Abstract
Dans le concert des nations, chaque pays contribue en fonction de ses qualités, que ce soit par exemple les ressources naturelles dont il dispose, sa main d’œuvre ou sa situation géopolitique. Pour éviter la cacophonie et les discordances dans le développement (humain et économique), il faut aussi une partition et un chef d’orchestre pour la mettre en œuvre. Le Canada doit jouer sur les plans de l’innovation technologique, de la coopération en matière environnementale, en particulier dans l’Arctique et en matière d’efficacité énergétique. Il doit mettre en valeur son multiculturalisme et les richesses du patrimoine des Premières Nations. Il doit tisser des liens avec des pays bien au-delà de son voisin états-unien, et trouver des modes de coopération fondés sur l’innovation partagée avec les pays en développement, car c’est ainsi que se forgeront les liens à long terme. Enfin, il doit faire mieux dans son cadre fédéral pour établir une règlementation intelligente de l‘activité humaine et industrielle.
