In this paper, we consider a large capacity ATM switch which can support both constant bit rate (CBR) and variable bit rate (VBR) traffic. We present an approach based on a multirate loss network model which maps the cell level phenomena (for which QoS specified in terms of cell loss probabilities and delay constraints) to the connection level phenomena via an effective rate descriptor based on a two-moment approximation for cell rates. This yields a boot-strapped procedure where the buffered model for cell overflow probabilities based on recent work of Lee and Mark (1995) is used to influence the rate in the loss model which impacts the number of connections admitted. We give applications of this method to CAC and dimensioning of buffers.
