Abstract
L’indifférence à autrui est un des risques inhérents au système démocratique qui ne peut forcer les concitoyens à participer aux débats publics sur le bien commun, ni à vivre concrètement le principe de la fraternité ou de la solidarité. La conscience de ce risque conduit à faire la critique politique du Nouveau management public, nouvelle idéologie de gestion qui vise à transformer les rapports entre l’État et les citoyens en une sorte de « méga-relation de service ». En effet, en faisant du citoyen un client, cette idéologie tend à encourager le choix de l’indifférence au détriment d’un renforcement de l’éthique de la concitoyenneté. Cet article s’efforce d’analyser ce discours afin de comprendre comment se produit ce glissement sémantique et politique et pourquoi il séduit tant les élites politiques actuelles des riches démocraties de l’OCDE.
