Abstract
A partir de una reflexion teorica, este articulo presenta una revision sobre casos de gestion neoliberal del agua en paises desarrollados. A partir de ello, establecemos una relacion de contraste -no comparativa - con otros tres casos de gestion del servicio de agua en paises de America Latina. El objetivo es discutir el proceso de modernizacion del estado latinoamericano respecto a la gestion de los recursos hidricos y explorar hipotesis que expliquen por que las administraciones de America Latina se modernizaron siguiendo un ejemplo externo que, en algunos casos, no consideraba el contexto local. Concluimos que la gestion pro empresarial de los servicios publicos de agua es causa de multiples conflictos sociales en diversas regiones y, en cierto sentido, usufructuan dichas coyunturas para establecer nuevos esquemas decisionales de gestion estrategica
