This paper does not intend to overlook - or to understate - the many actions that have been taken to import an electronic dimension into the affairs of CARICOM, and by extension, the CSME. These actions are evident in several policy statements, action plans and utterances of decision makers, inside and outside of the region. By these initiatives, our leaders have demonstrated their acceptance of the view that information and communication technology (ICT) can be a tool, not only for development, but for the reduction of inefficiency and waste, in administration and in commerce.
