Abstract
Le modèle d’action publique en matière de prostitution au Canada se caractérise par un important volet répressif qui est perçu comme posant de nombreux problèmes. Récemment, la revendication de décriminalisation de cette activité semblait pouvoir être accueillie favorablement. Une commission parlementaire était en effet créée, en 2003, afin de réfléchir à la manière d’amender ce dispositif. Pourtant, aucune transformation de la politique en matière de prostitution n’a pas été observée durant les dix années subséquentes. Est-ce la simple conséquence du retour des conservateurs au pouvoir ? Cet article explore les hypothèses expliquant la renonciation des parlementaires à adopter un modèle qui aurait soustrait la prostitution du ressort des politiques pénales.
