Abstract
Le débat sur l’abandon de l’obligation de répondre au questionnaire long du recensement canadien a été l’occasion de poser certaines questions fondamentales (par exemple, sur l’avenir du recensement) et de diffuser certaines connaissances (par exemple, sur la « supériorité » des techniques d’échantillonnage probabiliste et sur les vertus de l’obligation de répondre). Certes, par bien des aspects, la décision du gouvernement conservateur est désastreuse : elle met en péril le crédit d’une institution statistique réputée, elle brisera la chaîne historique des données et rendra périlleuses bien des tentatives d’analyse longitudinale. Les dégâts sont déjà importants. Cela dit, cette décision a aussi conduit à ouvrir un certain nombre de boîtes noires (sur l’utilisation des données tirées du recensement, sur la capacité réelle des individus à répondre aux questions) et à replacer une question (Faut-il s’en tenir à la technologie canadienne du recensement pour collecter des données ?) dans un ensemble d’expériences nationales (abolition du recensement, utilisation des fichiers administratifs, etc.).
