A pesar de que elementos historicos y geograficos distintos anteceden al surgimiento de la educacion bilingue en Canada y los Estados Unidos de Norteamerica consideramos que en ambos casos, la educacion bilingue es el resultado de la lucha de dos grupos minoritarios: el frances y el chicano para rescatar y reivindicar su identidad y cultura y lograr asi una reafirmacion que los ayude a incorporarse al desarrollo politico, social y economico de sus respectivos paises.
